The Wharf Fortress is an obstacle that must be overcome in the northeastern reaches of No Durp Land. The enemy, ViceTOLUCTroy Vile, presumably hides inside it.

If you have Elite Snipars this is the opportunity to use them. There are two chinks in the armor where the snipars can hit the island. Another alternative is to get an Assault Chopper because of its high damage but it could be easily destroyed by the fortress. You can also take use of any Elite Rocket Batteries that you may have, just remember to place them out of the Wharf Fortress's attack range.
